A social worker will meet with you and other immediate household members in your house to take stock of your household dynamics, to explore your reasons for attempting to adopt, and to ensure your home is safe and suitable for a child—that you do not live in a one-bedroom condo on the 11th floor of a high-rise with no available play area, for example. The high-rise might not disqualify you, however the single bedroom would probably require moving to a considerably better home.
Most adoptions also require background checks and certification from your own physician that that you don't suffer from a health condition that might prevent you from caring for a child.
The concept isn't to prohibit you from becoming an adoptive parent but to guarantee the safety and well-being of the little one you take in.
You'll then proceed through the legal steps of adopting, culminating in a court appearance where in fact the adoption is approved by way of a judge and finalized. The court will name you—the adoptive parent—whilst the child's legal parent instead of the biological parent or parents. Biological parents must sign off on the legal parental rights before an adoption can go through.
